What the quote means is that a promise should never be broken because you a giving away something or a deal to someone else and that they will trust you. An example is when a friend lets you borrow money and you say that you promise to give her/his money back and the next you bring the money there will be no consequences but when you break a promise there can be a consequences like the person will be disappointed in you. A promise must never be broken because a promise is a promise and if you fail the promise then there are many consequences that you will regret and later try to accomplish the promise.
