Character matters most

 What the quote means is that it doesn’t matter your looks on the outside but what does matter is your character. Your character matters most because you can have everything someone wants but you can have a not so nice character, but if you are a lonely person that doesn’t ask for much, is shy then you may have a good character. Character matters most because you can be a good person and have a good character, but if you are a bad person and have a bad character. It all depends if you have a great character, looks don't matter and describe your character.
